Feds see 'proliferation' of Native American gang activities By The Associated Press | Monday, July 13, 2009 A Justice Department report says Native American gang activity has recently started moving from mainly graffiti and vandalism to violent crimes such as beatings, gang rapes, elder abuse, home invasions and drive-by shootings. The document outlines the various agencies in charge of law enforcement and prosecution on Indian Country, where the crime rate is the highest per capita of any racial group. The report summarizes the status of Native American crime as Congress and the new administration debate how to address the problem. South Dakota Republican Sen. John Thune says it shows that the system is failing and needs changes. North Dakota Democratic Sen.
